No, that's not how it works. It has no to-from function, it's just a 70 years old radio navigation indicator.
When it's all the way down you 60 or more nautical miles away from the station.
With the needle in the center you're still 30 nm away from the station.
When it's up ("nahe") you are above the station. Once you fly away from the station the needle goes down again.

There's no AFN switch, you mean the NAV/GPS switch?
When it's in position "NAV": Nav radios drive the AFN-2 indicator
In position "GPS": GPS drives the AFN-2 indicator
